USCIS should process your LC or PERM after they received them and regression will NOT effect these application. Certainly, how long does it take to get them approved depends. It is only 485 and related applications.

It is kind of like you are applying for a driver's license. 485 is the formal plastic driver's license. LC, PERM, 140 are like paper test and road test (Yes or No question). Only in this case, the formal plastic driver's license has limited number each year.
