高手請幫忙!!!! (PERM prevailing wage)

Master's degree plus one year experience for PERM EB2. But the prevailing wage obtained from SWA is only level 1. Is there any problem here? Is at least a level 2 wage is required for EB2 or is there any salary requirement for EB2? Thanks a lot!
