J1 Waiver help. How long get the recommendation after US dep.of

My J1 waiver online status in US department of state shows that the favorable recommendation letter sent out on June 20, 2006. But I still have not get the copy of recommendation letter. I used Express mail and tracked the mail status, there is no record for the mail. Anybody know how long I can get the letter. Thanks a lot.
