No H1B Receipt Notice After 1 Week: Premium Processing?

My H1B transfer filing package under Premium Processing was signed by USCIS this Monday morning. Now it has almost been one week, but we still have not received the receipt notice. Does this happen often? They are supposed to make a decision within 15 days.
