1st, "welcome Notice" means you are APPROVED! congrats!
2nd, I think this might be just a coincidence. ie. Your case was supposed to be approved today. There is no way you can trigger an approval overnight by an inquiry.
3rd, Cross your fingers and wait for several days to get the letter/card.
