I also recommend El Paso, which is a twin city across the border.
It's a big border city with convenient airport.
San Diego is ok.
But El Paso is more convenient, because you can walk across a bridge to get into Juarez, Mexico.

You don't need Mexican visa to enter the border zone.
You need proper USA documents to get back to USA.
