Is name check for every applicant or for some of them?

I talked to a friend yesterday, she mentioned that everybody has to be subjected to name check after 911. It is true? I thought some people such as 5% will randomly selected for name check? Dose any body have any idea about this? My 485 has been pending for a while, I'm wondering if it is being name checked now.
