restricted by the quota limit

the cut-off date proceeding can not stand any sudden increase on 140, there was a sudden increase 140 last Sep.to Dec. If these cases got approved (the fact is many 2006 140 have been approved already), these two factors will increase USCIS 485 workload a lot. They do not want so. So who is going to wait for a while? case of 2005 Sep. or case of 2006 May?
