1) 沒有楓葉卡，能憑 confirmation of permanent resident 那張紙進境嗎？
As long as you DO NOT take commercial vehicle, such as airplane, you can get in with the confirmation paper. The INS officer told me so. But you need to enter Canada from US.
For the second question, I don't really know. My guess is that, it is not a big deal. YOu are a permanent resident now and it is your right to apply for SIN. If you don't live in Canada, it is useless to you. If you do, you have plenty of chance to get that. Actually some people who landed Canada as backup even didn't apply for SIN.
