Yes. CSC didn't received I-140 after 4/1/2006. But if I-140 was approved at CSC before, un-concurrent filing I-485 will submit to CSC when PD becomes current.

What did your friend submit to TSC this May, I-140 or I-485? Did your friend file or have her I-140 approved at TSC before? If that, she had to submit her I-485 to TSC, although she is in California.

How do you know that CSC didn't receive I-485 after 4/1/2006?
