Usually the Canada Consulate( Embassy in Washington DC)

won't receive the vise application if the applicant isn't a US resident ( except he/she is a student or working visa holder ),at least,the consulate in LA & NYC did so.Their reason is :you should apply in China.
By the way,if they can get Canadian visa,the way will work.
