first you should make sure they received your letter(when you mailed it to FBI, you should use certified or signature letter), if it's true, you can call FBI ask them what's going on. you should keep the evidence (like the date you mailed the letter, tha signature--- this one you can print out from USPS using your tracking number, the date FBI send the letter back), when you mail fingerprint card back to CIC, show your evidence, and write an explanation letter to the officer, maybe that will work.
