After my PD was concurrent, I called CIS about the status (3/2006). Shortly, I received a letter from CIS that my background investigation was not completed yet (4/2006).

Green card 5/22/2006 in mail!!!

I was concerned that my background investigation would be stagnant since I had served in military for years. Maybe my phone inquiry sped things a bit.
