True, You cannot do COS or EOS (or even AOS for many categories) from I94W.
But here we are talking about one special category (also the largest category of all in term of number of cases), US citizen's spouse. You can file I-485 from I94W (or even from out-of-status) if entered legally and not under removal procedure.
