H1B premium processing

My lawyer told me the following procedure about my H1B premium processing:

We have only received notification that Part I was received. We are now
waiting for word that Part I has been approved. Once we receive
approval for Part I - Part II will be submitted - this is where we will
use the premium processing.


This is weird to me because suppose premium processing should be much faster,
but Part II needs waiting to be submitted?
