XiaoBaiTu and Mytwocents: What does this mean?

My NIW was concurrently filed to CSC in september 2005 and transferred to TSC in March 2006. I just received an email from USCIS. The message is as follows:

Current Status:

On March 29, 2006, your I140 IMMIGRANT PETITION FOR ALIEN WORKER was received here for processing. It is taking between 400 and 450 days for us to process this kind of case. We will mail you a decision as soon as processing is complete.

What does this mean? I don't understand why it still take another 400 to 450 days to process my case. Please give me some suggestions. Thank you very much.
