SEVIS fee receipt

I am going to china this summer. I heard that we need a sevis fee receipt when we apply visa in Beijing. But the internation office told me that as I joined the school in 2004 (came to US in 2000) that I don't need to pay sevis fee. Is it true? waiting for answer. Thanks.
