Mytwocents, Xiaobaitu, regarding Yate's memo

I am reading the following Yate's memo, but didn't find specific rule saying that H-1B 3 year extension could be granted based on approved I-140 even it's from a different company. Am I reading the right one? Can somebody be kind enough to show me where exactly the rule is or copy it over?
