Is there any time limitation to transfer H1 to H4

Hi, My firend suddenly lay of and loss H1B. He will transfer H4 and will applicate EAD. I heard H1B have 10 days. How about transfering H1 to H4, any time limitation? By the way, can we download H4 and EAD forms form web?
