It won't help right now even you file a B2 application to fill the GAP because your H1 application is already processed and the request to change your status to H1-B is already denied if no new I-94 is attached to your approval notice. If you really do not to leave, you can file a B2 application first to fill the GAP and then file an amend H1-B application (or refile a new H-1B and cancel the current one) based on the B2 application to get your new I-94. Discuss with the company lawyer to see if they are willing to do it.
