1. You should be approved, just a matter of time.
2. You can have visa interview in those two countries. You must have Canadian visa to enter Canada legally. Also, legally, you cannot return using current F2 I-94 if visa interview rejected in Canada.
3. Yes, even after that, because you will be on your own status (based on pending F1) if you don't leave US until F1 approval.
