Help please. H-1 reclassification/promotion rules

Guys,
Do you know where I can find the official rules about the H-1 reclassification/promotion. My dept. is trying to promote me, or reclassifying me to higher title. The HR is playing tough, they said that my new job title has to be posted and I will have a risk to lost my job. I don't believe it and want to challenge them. Thanks in advance!
