Quebec immigration questions

I will go for a job at Montreal very soon (I am in US now). I only get a local police certification to show I have no criminal record. Will that make (or enough) for immigration to Quebec? I know Canada Immigration requires FBI fingerprint check, the problem is that I still haven't got the DS-258 form from FBI office in West Virginia though I have send the letter to them two weeks ago (the local police needs that form to do the fingerprint for me).
Help is really appreciated.
