一切又從頭開始? 剛收到打第3次手印通知

485 pending since Aug. 2004. FP has been done twice. Just received a notice requesting 3rd FP(code 1). Does this mean the process started over again from the beginning? Why so many FPs within 1.5 years? Anyone has same experience? 叩謝了先!
