but if I am rejected, can I come back to US?

if I am rejected in Mexica, how could I do? Must I go back to China from Mexico? and also, I still don't understand why I should go back to China for visa stamping and exactly why I need visa stamping? I was told I can stay and work in US without a visa stamping. Thanks a lot
