He also said that aliens who applied under subparagraph (A) or (B) of 203(b)(1)(A), and who received NIW under 203(b)(2)(B), and spouse and children are all exempted in section 406. That means the exemption for EB1-EA, EB1-OR and EB2-NIW. And release tons of visa number from spouse and children cases.
