Pls help: Is my prevailing wage and title good for PERM?

I am a senior software enginerr in bay area, CA.
Salary $82,000

Now I got an offer in Portland Oregon.
Title: Client Sevice Engineer
Salary: $75,000

I am wondering if the new title a problem for PERM?
Is the new salary less then prevailing wage for Oregon, or where can I look up the figures?

Any input will be very appreciated.
