1996 Immigration & Welfare responsibility/reform act mandates every J1/F1 to file with IRS. And 8843 is for those F1/J1 NRA(for tax purposes) who have no US source of wage/salary. If you have wage/salary, you should file 1040NR. Or if you have become resident alien (for tax purpose), file 1040.
