This regulation only means that her EAD based on OPT is still valid during I-485 pending, but of course the premise is that she is in F-1 status. It is consistent that people in AOS can still have F1 non-immigrant status.

However, in her specific case, when she left US while AOS, she lost her F1, and therefore OPT got canceled. She now has to get EAD (c)(8) based to work.
