Yes, you can apply a visa in Shanghai even you no longer live there.

Your arguments are good before an immigrant judge or an immigration officer but may be not a good one before a VO. People always say that a B history may affect the chance of a visa in China, though I also heard lots of successful stories. I know that the one entry issue makes the option in Canada not as attractive as it was. I read one of your message in which you mentioned that you got one visa in Canada but used in entering the US. I think such an experience will help your chance in China.
