Have you talked to them? if not, negotiate with

them first. If they are really ugly, you can tell them you will take some action against them or/and tell them you do not want to live. Then you decide 1) to publish their bad behavior over local community (anoymous), or 2) to file complaint with the best bussiness bureau and put them in the black list, or 3)to file a complaint to small claim court. If you are not busy, want to explore the judicial system of this country, worth a try. Otherwise, just forget about it, move out next year.
