cheated by landlord

We signed the lease, and then left their office for their manager to sign. When they mailed the lease back to us, we found they changed one policy, and charge $25 more per month for the water. That's ridiculous. I never heard the apartment shall pay the water except the house. I can not believe this is true. They are so mean. But it did happen. What should I do? Please give me a hand.
