回複：沒收到J1 Waiver NO Objection Letter

The No objection letter is supposed to be from China Embassy to the State Council. Pls check your address which you provided in your envelop when you applied. the recommendation letter from the State Council goes to NIS directly and you can be approved from NIS. What you need for your H1 is the approved notice from NIS, not recommendation letter. I don't understand "your case was approved in May 2003" in your question.
