ImmCanada, Help!

If I go to Cananda or other countries after my J1 grogram without waiver, can I go back to US with H1b after two years?
In other words, can the stay in other countries be counted into the physical stay in home country? I know theoretically this is not sensible, but I guess the VO donot know that I stayed in foreign countries if I donot tell them.
