You got this annotation was because your visa was issued in a country of which citizens are not subject to this requirement. Most VOs in these contry even don't know this 2-year issue. But since you are holding Chinese passport (if this is true), you are subject to 2 years obligation anyway. Annotation doesn't matter and what your school says doesn't matter. Don't take chance. INS will check your waiver before they approve your H1 petition. If you apply for H1 visa in China, or Canada where VOs know this issue, the first thing they will ask is showing your waiver approval notice before interview.

Getting a waiver based on "no objection" is pretty easy now, just takes some time.
