If a K1 visa holder fails to marry the citizen who filed the petition for him/her, he/she can't stay in USA unless he/she is thought as a refugee,he/she must go back to his/her country to apply an immigration visa.Usually U.S consulate won't issue K1 visa twice for same person,you should apply immigration visa or K3 visa.
