is not mandated. Legislation regarding madatary employment authorization verification is almost certain, several current immigration bills contains such requirement. It can be predicted that in the near future a system similar to the current SEVIS may be in place .
INS recently is very strict with employer's I-9 requirment. However, at this time, it seems that INS does not collect the form.
On the other hand, an 2000 INS memo stated clearly that using AP won't compromise H/L status holder's benefit.
