hahahahawo, Please tell how to explain the citation problem

Hi, hahahahawo, I just received the same RFE as him.I want to do the RFE by myself.
I can get some additional letters, but I do not hve citations so far. Please tell me how to explain this situation and convince the office to give an approval instead of denying.
