You should write to same INS service center
Because USCIS freetoll 800-3755283 belong to the National Customers Service Center,its employee may answer general question about policy only ,can't help you to replace a new card.You should write to the office which sent you approval notice, but sometimes nobody give you answer because they think that they have sent it out already .If so ,you have to file I-765 again to apply replace,& need to pay $180.
