The expiration date on the DL is now determined by the length of stay on your current visa status.
Since the receipt won't show the expiration date for the new H1B and the old H1B is expiring, it is pointless to renew her DL. It is unlikely she can get it anyway.

You have to show proof of your current visa status when getting your DL.
