Who can tell me?

I've received a new job offer. The new employer will provide the same position, same field and same salary. I contacted an attorney to request my H1b transfer. He told me that I have to pay the same amount as when I applied for a H1b for my current job. Is it correct? If so, what is the difference between H1b transfer and applying for a new H1b visa? Thanks.
