You can do it. Try to file a I-824, let the USCIS sent a copy of proved I-140 to China Guanzhou Consulor. Then you can go back to china wait for the quota of VISA. If visa is available, Consulor will inform you for a interview and Stamp on your Passport. The disadvantage is that you cannot return USA, only if you have a Dual Intend VISA (H1, L1 ...)
