USCIS said thta thay has no control of FBI's name checking. But actually, they can send request to FBI to expedite the name chekcing. The request need to be approved by heads of USCIS and you have to have very good reason to ask for it. Currently, they sign for the cases which related to lotory immigration because there is limitation of 1 year. If we have visa or AOD status, then they don't think your are quilify for the expidition
