Sorry to hear that. Wait for the detail of RFE and prepare what they want. but you definitely can prepare more independent letters now. I know some people without PH.D and paper get approved ( with or without RFE). Citation is not a MUST if you can show some influence of your work on the field. if the citation intesively cited your work, it can help even if the number is small. Any media report? request for reprints? people send you email asking professional opinion? any statistics of you work being downloaded? any patent.

You might want to talk to a laywer or some experienced people (for a fee). I have my RFE prepared by a lawyer and get approved the next day INS received my response. I submitted all the evidence I listed above.
