As long as you keep a valid H1, she can have H4, that's for sure.
So if you can get your H1B renewal approved ( most likely), then she can apply for her H4.
To apply for her H4, she may have 2 chances:

1) After your H1 renewal has been approved, go to USA embassy/consulate to apply for a H4 visa.

2) Use the AP to enter USA, renew her H4 in USA.
