Can I write personal statement instead of petiton letter?

Dear all,

I am planning to send I-140 NIW to TSC. I have no idea about the immigration law,so it is difficult for me to write a petition letter. Can I just write a personal statement instead of petition letter? Any suggestions are appreciated! Thanks.
