1. Yes, mostly it will work. Make sure to send the original not photocopy. In rare cases, Buffalo will ask for update in the second letter.
2. I would suggest send your highest diploma first. If Buffalo thinks trans is needed, this only happened in some cases, they will ask you in the second letter.
3. Reference letters are enough. Make sure they are written on the official stationery and clearly state every aspects that are listed in the instruction.
4. Don't metion TOEFL and GRE, that simply asking for English test because these tests are not accepted for immigration purpose.
