How to prepare this RFE for NIW

I got the RFE from NSC today. I am working with a DOD funded project. One of the additional evidence they ask is: letter(s) of support from official(s) of this independent federal agency , and private medical laboratories, describing the importance of the research you perform.

What is "this independent federal agency", Does it means DOD? How can I find official(s) from the Department of Defence? Can I find anybody else from the federal government?
