Urgent Help Please!!!

My wife lost our daughter's US passport (was born in US) on their trip back to China yesterday. I do have the birth certificate of our daughter. Please give some suggestion what should I do to get our daughter another passport?

FYI. My wife is H4 and planning to come back using AP.
