Once you pay, they cannot retrospectively increase or decrease your application fees due to changes in exchange rate. When you get your receipt, it’s a done deal in terms of your application fees. So it does not matter if you pay in U.S. or Canadian dollars. But paying everything upfront does not guarantee a faster process time.
